I downloaded some of this data about a year ago (which is here: https://github.com/nrennie/national-highways). There's data recorded either throughout the day, or aggregated for each day. I'd probably suggest grabbing a subset of sites, and getting a few days worth of data to keep it under 20MB. There's some nice data on vehicle size and speed, and can match it with geographic data. Happy to pull some more recent data and submit a PR if you think this might work for TidyTuesday? Has an OGL licence to should be fine for re-use.
Questions to answer with plots:
This dataset has not already been used in TidyTuesday.
The dataset will (probably) be less than 20MB when saved as a tidy CSV.
I can imagine a data visualization related to this dataset.
