Refresh names based on Dartmouth Directory lookup #205

When students change their names in the Dartmouth Directory, that doesn't get reflected in the trips database. Last year we solved this by doing a forced migration that updated all the names, but this should be automated somehow. Possibly tied to the year migration function? I'd like to see it done a bit more regularly than that though.
