replace formats.mimetype with formats.mimetype_id (or delete mimetypes table?) #1

Currently there is a mimetypes table that contains a list of all possible mimetypes (presumably this is used to populate the dropdown in the "formats/new":https://www.betydb.org/formats/new page.

But formats has a mimetype field that is a "varchar(255)". Presumably we should either use the mimetypes lookup table or just stick with the varchar.
