Submariner Helm chart has Helm values for images: https://github.com/submariner-io/submariner-charts/tree/devel/submariner-operator#values
Kubefed Helm chart has Helm values for images: https://github.com/kubernetes-sigs/kubefed/tree/master/charts/kubefed#configuration

Connection hub should configure these Helm packages by selecting their internal images.

Why is this needed?

It's needed to make connection hub versioned. Each connection hub version should support determined Submariner and Kubefed versions.
