Create ike-scan github pages site to act as the project homepage #11

I want to replace the current ike-scan homepage at http://www.nta-monitor.com/tools-resources/security-tools/ike-scan with a github pages site.

When this is done, I plan to redirect references from the old site to the new one, and update the code, README, wiki etc. with the new homepage.
