Motivation

From Misha

Dear rucio developers,

In order to trace problem with the Data Carousel we often ask sites expert to look into stuck/replicating files for a particular rule. Right now it's possible by going to the rule page:
https://rucio-ui.cern.ch/rule?rule_id=

clicking on 'Locks Overview' and typing 'Replicating' to the search form.
Is it possible to have such selection by url parameters?
If not, could we have a separate filter to select state, so we don't ask expert to type, since we found it could be difficult some times to explain.
