Describe the user story

Renovatebot has been very helpful in ensuring all dependencies are upgraded.

It would be nice to enable automerge on the prs so they do not need to be approved.

Describe the solution you'd like

• A required check on codeql and tests and other checks prior to merge
• disable broken dependency updates
  • see Dependency Dashboard #2818
  • see fix(deps): update github.com/warrensbox/terraform-switcher digest to d7dfd1b in go.mod #2816
• put in a fix for terraform-switcher to read from the correct branch or use release tags
  • this may not be required since we closed the affected pr

After the above changes, we can set automerge=true and the dependencies will always update unless there are test failures

Describe alternatives you've considered

Continuing manual work of opening the dependency dashboard, clicking ones to update, waiting for prs to open, double checking all checks passed, approving, and merging.
