I believe both the issues mentioned here are referring to the Email Address field on list-view + the email compose button on list-view. Not the subpanels.
I don't believe this is a bug, potentially a suggestion. As it stands the email address field uses emailto: and the "compose email" button uses internal SuiteCRM email by design. Although the second part of the issue, not having the "TO" field auto-filled does look like a potential issue.
Just to confirm, this issue will be marked as a suggestion, looking at the old way we have done it in Suite7 I agree with @sandrosousa that this would be what is expected as a user.
