Workflow actions panel header is overridden in Cultural Repository theme

Descriptive summary

In Hyku main, when the Cultural Repository theme is selected, the CSS overrides the workflow actions header to have a white background. The text is also white, so the panel is invisible to the user.

Rationale

Users cannot see the workflow actions panel on the item show page when the Cultural Repository theme is selected

Expected behavior

When the Cultural Repository theme is selected, and the work is in a mediated deposit workflow, users should be able to see the workflow actions panel.

Actual behavior

The workflow actions panel has white text on a white background so users cannot see it

Steps to reproduce the behavior

1. Select a mediated deposit workflow for your admin set
2. Select the Cultural Repository home page theme
3. Create a work
4. View the item show page, the workflow actions panel should be visible
