Better Separation of "Add Participants" and "Current Participants" in "Edit Administrative Set" page

Rationale

As opposed to the Release & Visibility tab where it is easy to see the 2 sections, on the Participants page, it is difficult to see the 2 sections, as there are more headings and less narrative. Just scanning the page, it is difficult to see where the Current Participants section starts.

Expected behavior

This could be handled multiple ways, but increasing the space between the 2 sections would conform to how this type of formatting is done elsewhere in the software.

3. Find an admin sset
4. In the Actions column, Select Edit Collection
