Is your feature request related to a problem or use case?

According to the changelog, Inno Setup 6.3.x now supports UTF-8 encoded files without BOM for .iss script files and .isl message files... this is very good news, because it means that it is no longer necessary to check and restore the correct file encoding as in the following cases: https://github.com/sandboxie-plus/Sandboxie/issues?q=label%3A%22Sbie+installer%22+UTF-8+is%3Aclosed

Update Inno Setup installer to 6.3.3.
