Scikit-sparse not (default) available for Ubuntu 22 #77

https://pypi.org/project/scikit-sparse/ states that scikit-sparse has python version requirement of < 3.10
Since the default version on Ubuntu 22 is 3.10 it makes it unavailable

It can easily be build for 3.10 my simply changing the requrements.txt to <= 3.10

Also note that pyproject.toml is missing requirements for 3.10, and it needs an unpinned numpy version for future Python versions. Consider removing the existing numpy pins and depending just on oldest-supported-numpy instead.
