as an essential part of any open-source project, CHANGELOG.md should be used to track all the changes in between releases C-RELNOTES

my personal recommendation is using git-cliff which parses commit messages, aggregates, groups, and appends them to the CHANGELOG.md

this issue is mostly for discussion. I'm totally ok with changelog inside GitHub's release section.
