Bug Description
Contrary to #2907 asking for larger attachment sizes, I wish that there was more control of image sizes and features for automatically resizing photos.
The recipient of a message should be able to control the storage space consumed, when deleting the entire message is too dramatic. Often people send high resolution photos because smartphones come with bloated megapixel specs.
Main features
Specify a set of downsampling presets
For a received group of photos choose a preset, which will then scale down
For sending photos, have the same symmetric option to choose "downsample to [Preset X] before sending".

Since screenshots and other lossless formats are normally generated to be lossless and downsampling is rarely desired, I think we can focus on JPEGs.

Standard presets: High res JPEG (80% quality, 2048x1536), Medium res JPEG (80%, 1600x1200), Small (JPEG 1280 x 1024)
Choose a per-contact down and per-group downsampling preset to apply to anything received
Choose to always downsampled sent photos

I don't think this feature needs mockups or illustrations. Mainly, it's about adding a checkbox "downsample" and a select box for 3 available presets. Or even just 1 preset is enough, then the choice is just "no downsample" vs. "downsample to configured setting".
