Using the scrollbar in the resource editor takes ages to actually move to it's destination #1769

Steps to Reproduce and Observed Behavior

Open any file.
Look at the scrollbar.
Either scroll down or up.
You'll notice that instead of scrolling instantly, it takes it's time to scroll all the way.

Expected Behavior

That the scrollbar responds instantly instead.
