Issue/Feature Description:
Created lifecycle transition rule, without backend but bucket is showing in dashbaord

Why this issue to fixed / feature is needed(give scenarios or use cases):

How to reproduce, in case of a bug:

Create Bucket
Try to create lifecycle
go to add rule--> select transtion to(ex: glaceier 999),
Then slelect backedn ---> select bucket
Now again select "Not set" in backend
Create lifcycle
For ex:
