Issue/Feature Description:
Created lifecycle transition rule, without backend but bucket is showing in dashbaord
lifecyclewithoutbakend

Why this issue to fixed / feature is needed(give scenarios or use cases):

How to reproduce, in case of a bug:

  1. Create Bucket
  2. Try to create lifecycle
  3. go to add rule--> select transtion to(ex: glaceier 999),
  4. Then slelect backedn ---> select bucket
  5. Now again select "Not set" in backend
  6. Create lifcycle
    For ex:
    lifecycycyc
