Add --target to asn_from_list.

asn_from_list doesn't currently support the --target argument, but this is needed in order to specify which skycell an L3 file should be generated on. We should make it easy to create association files on the command line with this attribute.

I'm not sure what is needed here. The target option was added earlier,

asn_from_list -h
usage: asn_from_list -o mosaic_asn.json
--product-name my_mosaic *.asdf

Create an association from a list of files
...
  -t TARGET, --target TARGET
                        The target name for the association. Default: "None"
