Saturation step update

Issue RCAL-618 was created on JIRA by Eddie Schlafly:

Update the saturation step to account for the fact that the saturation reference file gives the saturation levels for a {}read{}, while Roman measures {}resultants{}.  This amounts to multiplying the cut by a factor of t_mean / t_last in each resultant, so that resultants with many reads are treated as saturating earlier.
