User could not create a transaction of does not have selected the actual account

Description

User should not be create any transaction if does not have actual account selected.

Acceptance Criteria

1 - When it's first user it should start on account list's tab, to make sure he must have an account.
2 - Create transaction should have a validation if does not have an actual account, user can not create.
