Should it not also ban those that build offensive weapons even if they have not been used.

What happens if the users of the IP that have this license are not aggressors but sell weapons to aggressors?

What about users of the IP that have have members of their organization that "above the law" and terrorize the general public without punishment.

What about organizations that oppress freedoms and try to silences opposing views.
