Consider switching wp-cli to @wordpress/create-block.

This would mean the cli is supported by the community rather than being completely custom.

• templates (could have one for static and one dynamic, maybe even one for inner?).

I'm not sure this is preferable: it does some things pretty well, but would require multiple templates for some minor string find-and-replace operations I'm doing currently.

Consider revisiting once @wordpress/create-block supports multiple blocks out of the box. For now, not planning to fix.
