Offline support

Currently, hangups will retry several times to get a connection, and exit upon failure. This behavior isn't ideal for mobile devices with intermittent connections. Instead hangups should notify the user when offline and allow them to manually or automatically retry. Implementing this behavior in the UI may require some improvements in the library as well.
