This is complicated since platforms provide key agents in different forms for different use cases.
For example, OS X starts ssh-agent when a user logs in to the GUI, but not when a user logs in via SSH but is not logged in via the GUI. Linux is similar in this regard. Windows doesn't generally support SSH very well at all.

This should also include Windows as it is now a supported platform. This is made much harder by the fact that Windows doesn't make it very easy to use SSH, though that might be changing soon for Windows 10.
