If we catch bug on production server we can't try to reproduce it on production server. We should collect tcp dump and try to reply this traffic on our test infrastructure.

Currently script is implemented in tempesta-tech/tempesta-test#663 also with repeater. PR in draft because we are not sure about efficiency. Need to discuss. I switch task to @RomanBelozerov , because he write repeater

@EvgeniiMekhanik @RomanBelozerov please have a look onto Ubuntu apport - it's designated to user-space crash reports, but maybe we can get something from it for kernel crashes. That'd be good if we can reuse something existing instead of developing everything from scratch.

Depends on #2210 , so move to 0.9
