Wrong cloud percentage values are displayed when the year filter is applied.

Steps to reproduce:

Load the monthly aggregate data for Amazônia or Cerrado;
Enable the "Display Cloud" option;
Select a year so that only one month is available in month chart. See the screenshot below;

The Cloud percentage value should be 9.72% but the displayed value is 13.82%

This behavior is only produced when we have only one month in the cloud series for a single selected year.

Try checking the JSON input data to ensure zero values of all UFs... may be the way to resolve this
