Our version of pip needs to be able to handle Unicode characters. Presently, it may fail because we may try to find targets without being careful about comparing Unicode strings with non-Unicode strings.
@Vladdd noted that PyPI may change its requirements for package names[1, 2]. However, TUF itself would still need to generally handle Unicode characters.
