[EPIC] Clean up folder settings UX

🎯The objective

Make it easier for the user to understand the dependencies between different folder settings.

If “Show folder” is disabled, the folder is never displayed or synced. So none of the other folder settings matter.

If neither “Enable sync” nor “Enable Push” is enabled, notifications will never be generated.

🟢 In Scope

• Reorder folder settings
• Change the remaining settings from checkboxes to switches
• Make settings dependencies visible, i.e. disable settings dependent on another setting
• Ask for notification permission when user tries to enable notifications but permission wasn’t granted yet
• Ask for “alarms & reminders” permission when user tries to enable push but permission wasn’t granted yet
• Display note when sync is enabled for a folder but poll frequency for the account is set to “never”

🔴 Out of Scope

• Rewrite the folder settings screen to Compose
