How was FinRE annotated ?

I wonder how was FinRE annotated ? Since the input comes with two marked entities by default, I wonder if it is safe to use it for end-to-end relation extraction ? For example, the relation with two marked entities might be correct but there might be other missing relations in the same input (which would make end-to-end RE not applicable) ?
