Make formatting better

Vega refers to d3-format for formatters, but d3 has a rather pedantic sense of formatting - there's no "M" for million or "B" for billion, and instead it uses SI prefixes. There's a PR in the works, d3/d3-format#96 but not much movement on it recently.
