How to IpSec modem/router to Algo Vpn server and what about Turkey Disclaimer

Hi,
i want to built an Algo vpn server on DigitalOcean in order to connect users to some servers, i could not find a way to connect whole network to Algo Vpn server through modem/router by building IpSec, is this possible? and i read a disclaimer at #1588 what is it about? i am living in Turkey so don't you suggest Algo vpn to use in Turkey?

to summeriaze i am (with many people) in A side and Algo vpn server in B side and there will be some servers to accept connection only from B side, i want to create an IpSec connection from A side to B side by A's modem/router which support IpSec.
