Missing slash in config file path, sysconfdir, when given as environment variable #65

When a user supplies the build system with an alternate sysconfidir as an environment variable to make, the build system does not take a missing slash into account. Reported by @ocochard in issue #57.

A related issue when called with configure --sysconfdir=/etc was fixed in issue #55.
