Selection priorities:

  1. If development is defined, use that (compatibility)
  2. If test is defined, use that
  3. Otherwise, use newly defined test

I think this is what is causing the wrong network to be selected in truffle test in v4 beta. If no --network is explicitly passed it falls back to test even when development is defined.
