Switch to Github Actions for CI #18

We currently have an out of date and broken CircleCI configuration.

Remove CircleCI (including the badge in README.md), and replace it with a Github workflow that runs tests. Don't worry about running pre-commit; we're using pre-commit.ci to handle that for us.

Tests are run via make test.
