Navbar is not working properly in IE8

This is because you are using IE11 which ignores the conditional comments, thus doesn't include respond.js or html5shiv.

It's best to use genuine IE8 instead of emulations to avoid these sorts of inconsistencies.

Or, stick to IE10 which still respects conditionals. At least that's what I use myself in my dev VM.
