AMD support so that individual components such as popover, etc. can be required using requirejs

@cvrebert I did search but it seems you guys are quick at closing the Issue even the ones that should be fixed in v4.0. https://github.com/twbs/bootstrap/issues?q=is%3Aopen+is%3Aissue+AMD

It would be good if you create a v4.0 milestone so people can know the road map of issues that will be addressed in the future release otherwise someone else will post this issue again in future.

This is why you should always include Closed issues in your searches. It's always possible that an issue has already been addressed in master (or has been WontFix'd, or whatever) and thus the relevant issue(s) may be Closed.
Anyway, we almost always note in a comment when an issue has been deferred to v4, and will make the plans for v4 public once development of v4 starts. We just don't want to prematurely open the can of worms about what'll be in and what'll be out of v4; I expect the debate/discussion will be epic.
