OpenJPEG crashes with attached image

Same image as in issue 400 but with correct SCod value.

Kakadu output : 
$ kdu_expand.exe -i ~/data/opj/issues/issue413/0.jp2 -o ~/data/opj/issues/issue413/0.jp2_kdu.ppm
Kakadu Core Error:
Attempting to set a code-stream attribute field using an integer value which
does not match any of the defined translation values for the field!
The attribute name is "Corder".

A simple check on the progression order should fix this.

issue has been solved this way so that opj_dump can still decode the main header.
