this happens in all the projects in the second course.

HTTP response code 403 means access to the requested resource is forbidden for some reason. When you run gradle sync most of the time Android Studio needs to download some files. It could be a block from your firewall. Try whitelisting Android Studio in your firewall. Or temporarily disable the firewall (be sure to turn it back on later).
