Developer should be able to import multiple docsets via single json file using proskomma-freeze.

Progress has been made with this via v1.6 where new hooks were created for serializing and loading a succinctDocSet. It hasn't addressed the issue of Proskomma-freeze with full export and resuming of all docSets.
