Issue Description

The first of the two top-level PEA functions, scale_circuit_represntations, generates the representations of the circuit parameterized by the noise level and a set of scale factors. The scaled circuit representations are noise-amplified quasiprobabilisty representations of the circuit at different noise scale factors.
