Incorrect handing of location permissions request on first use of Live Location Sharing #7222

The following is shown correctly when the user first starts live location sharing:

However 2 issues then occur:

Whatever the user selects the following is shown in error. I believe this should only be shown when the user taps on Live Location Sharing having previously selected "Keep Only While Using".
Live Location Sharing does not actually start after selecting "Change to Always Allow". You need to press it a second time for it to come into effect.
