It causes the widget load to fail. The error message in the console points to this check: https://github.com/matrix-org/matrix-widget-api/blob/master/src/ClientWidgetApi.ts#L172

Reliably it only happens if you reload the whole client

@lampholder @skolmer is this still an issue? If so, can new logs be submitted for investigation?

This seems to be fixed. I'm unable to reproduce it with the current element version. It was crashing with "Capabilities exchange already completed" before.
