Describe the Bug

Deployment fails with everything left at the default configuration:

Expected Behavior

Deployment should be successful, or if it's the intended behaviour that index page cannot return 404, it should be documented.

To Reproduce

Try to deploy this minimal reproduction:

Hi, this should be updated in the latest version of Next.js v11.1.1-canary.9, please update and give it a try!
