How to copy the data of a nebula cluster to a new nebula cluster? #2582

Can the following two ways be used?

copy metad and storaged data to the new cluster and use sst ingest to load the data.
Use nebula-br to backup the old cluster data and restore in the new cluster.

At current stage, what should I choose?
