Ansible host_vars adjacent to playbook_dir for playbooks from a collection

TL;DR: if playbooks are imported from "inner" collections like here: https://github.com/vexxhost/atmosphere/blob/main/playbooks/kubernetes.yml#L50 ansible will respect and use group|host_vars only if they are located in the same directory as an inventory file.

In order to use a different structure, especially with AWX/AAP where inventories are virtual, all places with this syntax should be changed to standalone roles and tasks used directly.
