I added some text in bdfc996 but it's still the case that connections closed via GC make GC observable.

It's unclear that we can do better than what the spec currently says, but feedback welcome.

I'm going to close this since there's nothing obviously actionable, but reopen/file a new issue if anyone has specific complaints and/or suggestions.
