The permission names are shared across Permissions and Permissions Policy specs: https://www.w3.org/TR/permissions/#relationship-to-permissions-policy

Removes the need for Bikeshed’s manually-maintained list of special linking rules, can use the definition type-based namespacing syntax for both instead: "accelerometer" -> "accelerometer" https://speced.github.io/bikeshed/#dfn-types

Doesn't it make more sense to update #80?

@rakuco thanks! I had totally forgotten about that other PR, I blame TPAC :-) I cherry-picked the changes to #80. Please feel free to check if I missed any.

I'm closing this PR in favour of #80.
