xlink:href is deprecated in SVG 2: https://svgwg.org/svg2-draft/linking.html#XLinkRefAttrs
also see: https://developer.mozilla.org/en-US/docs/Web/SVG/Attribute/xlink:href

But SVG-AAM still defines it as a fallback for the host language label mechanism.
