Who/how to submit UCs?

Ege: would get one clarification CG participants can't issue a Pullrequest directly how can they provide ideas then? Mizushima: then the WoT IG's Use Cases TF need to evaluate their proposals and then include them into the UCR document as HTML
Kaz: the Process.md should describe that flow as well

I see two ways forward, in both cases, UC TF needs to define a template of required information in a use case submission.

1. Submitting a GitHub issue to this repository using an issue template
2. They submit (issue, email) a link that points to a use case description that conforms to the UC TF template. This would fit when another group is submitting the UC. They can take time agreeing on the UC and keep the ownership if they also need to draft a document, e.g. one CG can have their UC document which also includes WoT UCs.
