Namespace being in status terminating after werf-dismiss-with-namespace

Issued werf dismiss --with-namespace ... command. Then werf converge immediately after, which gives "namespace is being terminating" error.

That's because we lock release through ConfigMap inside this namespace, so namespace modifications happen without locking. We need to somehow expand locking to release namespace management too.
