The specification covers handling of a theme color through <meta name=theme-color>. As this is purely presentational it looks like something that should be covered by CSS. (Perhaps CSS could offer a pseudo-class like :theme to even handle more theme-related styling aspects.)
Now, the issue may have well been thoroughly considered, in which case I’d appreciate a pointer (I couldn’t find detail on why it’s in the HTML spec). Then, it may require attention and intent for consideration on the CSS side first, before raising it here. Can you comment and advise?
